The Opportunity
The Chief People Officer (CPO) will report to the Chief Executive Officer and serve as a key member of the Executive Management Team, leading strategic talent and culture efforts across a diverse, unionized, and multi-tiered organization. The CPO will be a collaborative, creative, and innovative partner to the leadership team in designing, communicating, and executing a strategy that attracts, develops, motivates, and retains high-performing talent in service of TNDC's mission.
As TNDC navigates a pivotal moment of transition, finalizes its first collective bargaining agreement, and builds the operational infrastructure to support long-term organizational viability, the CPO will play a central role in shaping what the organization becomes. This position encompasses oversight of human resource functions and compliance, as well as strategic planning for stability and central office operations.
The CPO's essential duties and responsibilities include:
Leadership
Partner with the Executive Management Team to develop, communicate, and implement a vision for human resources and talent aligned with TNDC's mission, values, and goals.
Serve as a strategic resource to the C-suite and Senior Management Teams.
Build and lead an emerging HR department, attracting and developing skilled talent.
Serve as the organization's primary point of contact on labor relations, including managing disputes, grievances, and compliance, and partner with department heads on ongoing management, education, and development.
Present to the Board of Directors on key talent, people analytics, HR and legal matters.
Strategic Thinking and Change Management
Develop and implement HR and talent initiatives informed by organizational priorities and external trends.
Align human resource and talent planning with TNDC's mission, values, and long-term goals.
Design and lead change management strategies that support organizational stability and position TNDC for long-term viability.
Human Resource Risk Management
Ensure HR policies, programs, and processes are administered effectively and in compliance with applicable laws and regulations.
Proactively identify and mitigate workforce and labor risks in partnership with legal counsel.
Oversee employee investigations and ensure documentation meets legal standards.
Lead the ongoing union relationship, overseeing the interpretation and enforcement of collective bargaining agreements, resolution of grievances, and management of legal and employee settlement matters.
HR Policies and Program Oversight
Oversee HR policies and programs for union and non-union employees, including talent acquisition, performance management, learning and development, compensation, and benefits.
Build sustainable HR processes that enable the organization to attract, motivate, and retain high-performing employees.
Develop and maintain succession planning, career development, and progressive discipline frameworks.
Integrate union and non-union requirements into a cohesive TNDC culture.
Candidate Profile
TNDC seeks an accomplished Chief People Officer to serve as a strategic partner to CEO Jennifer Dolin as the organization navigates a critical moment of transition and builds toward long-term viability. The ideal candidate is a seasoned HR executive with a proven record of building people infrastructure in complex, mission-driven organizations and the leadership presence to drive meaningful, lasting change.

While no one candidate will have every experience outlined in the position description, ideal candidates will display the following professional and personal qualities, skills, and characteristics:
Transformational Human Resources Leader with Business Acumen
The CPO will bring deep expertise in human resources alongside a strong orientation toward organizational performance and sustainability. They will have a demonstrated track record of building HR functions that are both values-driven and operationally sound, and will be equally comfortable shaping strategy and executing on the ground. Entrepreneurial by nature, they will have succeeded in resource-constrained environments and know how to prioritize for impact.
Strategic Partner and Relationship Builder
The CPO will be a self-starter who earns trust quickly and leads with clarity and intention. A direct and confident communicator, they will thrive in partnership with leaders who share that style. They will be skilled at navigating complex organizations, building alignment across levels, and advancing shared goals through influence rather than authority.
Culture Builder and Change Agent
The CPO will have a track record of helping organizations move purposefully through periods of transition. Skilled at rebuilding organizational culture and identifying opportunities for growth, they will bring people along through change with transparency and consistency. They will be adept at designing systems and processes that endure, and will approach complexity as an opportunity rather than an obstacle.
Seasoned People Leader
The CPO will be a committed developer of people and teams, with a proven ability to build management capacity, establish accountability structures, and elevate team performance. They will have a record of building and leading high-functioning HR teams, with the ability to assess talent, develop emerging leaders, and cultivate a department culture that reflects the values they are working to advance across the organization. They will bring familiarity with unionized environments and a solid command of labor relations, including collective bargaining, grievance procedures, and workforce compliance, and will approach this work with professionalism and good faith.
Passion for the Mission
The CPO will be driven by TNDC's mission to create stable, dignified homes for people with low incomes, and will bring meaningful experience working alongside historically underserved communities. They will have a deep appreciation for nonprofit workforce culture and genuine respect for the people who carry out this work every day. Experience in property management, social services, or permanent supportive housing is strongly preferred, as is comfort operating in environments that require both human-centered leadership and operational clarity.
Compensation and Benefits
The salary range for this position is $226,000 to $235,500.
TNDCoffers an excellent benefits package that includes full family medical (including contributions toward the deductible), dental, and vision, as well as other great benefits such as four weeks of vacation and 17 paid holidays.
The work environment is hybrid: minimum of 3 days onsite at TNDC offices and 2 days remote per week and on-call as needed for critical incidents.
